Topographical conditions
The Parking des Martyrs car park is located at the “Rousegäertchen,” adjacent to Avenue de la Liberté, in the Gare district of the City of Luxembourg. Its immediate surroundings include the Spuerkeess headquarters and the Zitha Clinic, as well as the Adolphe Bridge and the newly redesigned Place de Paris. The car park is situated in close proximity to a tram stop, providing rapid connections to the city center as well as to the development areas of Cloche d’Or and Howald.
Central concept
The planning was based on the creation of a covered, barrier-free access, combined with the refurbishment of the building structure and the renewal of building services, safety systems, and lighting technology.
The guiding concept for the refurbishment was informed by car parks already modernized within the City of Luxembourg. The objective of the redesign was to create an attractive parking facility in accordance with the “Design for All” principle. As part of the transformation of the existing entrance to ensure barrier-free access, two new passenger lifts were installed, one of which additionally accommodates bicycles. Users enter the car park through a light-filled entrance pavilion. In terms of technical equipment, the facility was upgraded to current standards, including, among other measures, the installation of an electronically controlled ventilation system.
The individual-space detection system for parking bays provides users on all levels with visual guidance in locating available parking spaces. Through integration into the City of Luxembourg’s parking guidance system, users are also informed about available capacity in other car parks across the city.
Car park
The fire damage sustained by the Parking des Martyrs car park in 2019 led to the decision to undertake a comprehensive refurbishment and modernization of the building. Construction works were carried out in two phases. The first phase comprised the removal of fire residues, hazardous materials remediation, and fire-related structural repairs to the ceiling in the entrance area along Rue Sainte Zithe and Rue du Plébiscité. The second phase included structural works, the refurbishment of building services, and interior fit-out.
Hazardous materials remediation was carried out from late 2021 to mid-2022, followed by concrete rehabilitation from mid-2022 to September 2022. The refurbishment works, including structural works, building services, and interior finishes, were completed between September 2022 and March 2025.
The car park comprises three underground levels with a total of 366 parking spaces. As part of the modernization, all electrical installations, lighting systems, as well as ventilation and safety technology were upgraded to current technical standards, and an internal, user-group–differentiated parking guidance system was installed. All circulation areas, surfaces, and walls received a new color scheme based on the City of Luxembourg’s design guidelines for graphics and wayfinding in municipal car parks, defining colors, pictograms, and orientation strategies throughout the facility.
In addition to the interior refurbishment and reconfiguration works, a new barrier-free entrance pavilion was constructed at the intersection of Rue du Plébiscité and Avenue de la Liberté. This new access point is equipped with a lift that also allows bicycles to be taken along. During the construction period, the car park was closed to private traffic. Today, it is fully modernized and offers barrier-free access for all users.
Vehicular access to the car park is provided via two access ramps: an entrance from Rue de la Grève reserved exclusively for long-term tenants, and a second entrance from Rue du Plébiscité for visitors. The exit is likewise located on Rue de la Grève. For pedestrian access, three entrances are available, located on Rue de la Grève, Rue Sainte Zithe, and Rue du Plébiscité.
As part of the refurbishment and reorganization, the parking layout was restructured. Parking level –01 provides a total of 114 spaces, including 11 spaces for persons with reduced mobility (PRM), 12 for electric vehicles, 9 designated for women, and 81 for long-term tenants. In addition, new sanitary facilities were installed on this level in close proximity to the entrance pavilion. Parking level –02 offers 128 spaces, of which 67 are allocated to visitors and 61 to long-term tenants. Parking level –03 provides 124 parking spaces exclusively for visitors.
